The regulatory framework in Québec
In Québec, construction work performed for others must be carried out by a contractor holding a licence from the Régie du bâtiment du Québec. The licence attests to the contractor’s competence and solvency, and can be verified free of charge in the RBQ’s public register.
CMMTQ membership, for its part, is a legal requirement for every contractor working in plumbing and heating in the province — so it is a condition of practice rather than a distinction. What matters is that it is in good standing, which the Corporation’s member directory lets you check.
Plumbing work is governed by Chapter III (Plumbing) of the Québec Construction Code, which corresponds to the National Plumbing Code of Canada 2020 (amended). That regulation came into force on 11 July 2024: any new plumbing system installed after 11 January 2025 must comply with it.
