By-law 2024-1519 does not merely require a valve: it specifies where it goes, requires a sump pump backed by an emergency power supply, and gives already-built properties one year to comply.

Article 41 goes further than most by-laws in the region: the sump pump “must be supplied by a backup system in the event of a power failure”, and a backwater valve must sit “on the horizontal section of the discharge pipe, downstream of the pump”. Pumps running on potable water are prohibited. Already-built properties had one year to comply.

Article 23 is explicit: every owner “is required to maintain, at their own expense” the whole private connection — couplings, piping, retention pit, sump pump, retention valve. The City “cannot be held liable for damage caused by inadequate maintenance”, and it names the causes: debris, sediment, tree roots, collapse, reverse slope.
